second beta release of Casper (version 1.0b2), a portable
process-based asynchronous progress model for MPI communication.
It contains several new features and bug fixes over the previous
release.

- Set CSP_NG=0 to fully disable Casper wrapping routines.

- BUG FIX: Support error handler for COMM_SELF,
inter-communicator.

- BUG FIX: Fixed incompatible code with OpenMPI.
