    add libraries needed to build MPICH to EXTERNAL_LIBS
    
    Libraries needed to build MPICH (and ROMIO) were missing from EXTERNAL_LIBS.
    This posed an issue when interlibrary dependencies were not supported, as in
    static builds, causing user programs to fail to build. Fixes #2172
