Dave, thanks for taking care of this. I've put the configure tests (detect
ch3:sock using MPIDI_CH3I_sock_set and the fix with
MPIDI_CH3I_sock_fixed_nbc_progress) into PETSc and all is well using the
Issend/Ibarrier algorithm by default for all bug-free configurations.
