As Sangmin said, the patch was pushed to mpich/master. You can download the latest tarball from http://www.mpich.org/static/downloads/nightly/master/mpich/, without need to autogen.

The master file in the repository is too problematic as autogen doesn't want to behave on Cygwin but the stable release should not need autogen so when you have corrected the alias let me know.
