[mpich-discuss] MPI_T_pvar interface

I recall from the most recent slide deck reporting on the status of MPI
implementations (I think Pavan posted it on the MPI Forum list around SC15
timeframe) that Blue Gene/Q MPI has a no-op MPI_T implementation, which is
to say, they expose zero pvars.
