You're going to be in a bit of trouble here, since I don't know how much 
use MPE got on windows.   I can give you some pointers but I don't have 
a lot of first hand experience with what you're trying to do.

there has not been an mpef.h file since the MPICH1 days (ten years ago). 
  I think it's now mpe_logf.h

Also, MPE is now distributed separately from MPICH:  you'll be best off 
working from our git repository:

http://git.mpich.org/mpe.git/
